Talents:

Justinian I reigned over the Byzantine Empire from 527 to 565 CE. Known as the “emperor who never sleeps” for his diligence, under Justinian’s rule, the Byzantine Empire experienced a period of relative stability and prosperity.

Justinian I succeeded to the Byzantine throne after the death of his uncle Justin I. Upon taking the throne, he took many political and military measures to consolidate his rule and restore the borders of the Roman Empire. Under his rule, the Byzantine army defeated the Sasanians in several battles, ending decades of hostilities with a short-lived (and ironically-named) peace treaty called the “Perpetual Peace”. In the Gothic Wars, the Byzantines defeated the Ostrogoths in Italy and secured the empire’s position in Western Europe. One of Justinian’s generals and the commander of these wars of re-conquest was the famed Belisarius.

In addition to his military accomplishments, Justinian I introduced an important legal framework called the Corpus Juris Civilis, better known by the name of its first section: the Code of Justinian. A combination of old Roman laws and new Byzantine laws, it became on of the most important legal codices in European history and had a profound influence on later European legal systems.

Another of his many accomplishments was the reconstruction of the Hagia Sophia. He also led the empire through the Plague of Justinian, the first recorded outbreak of the first plague pandemic and an ailment that Justinian himself is said to have contracted and recovered from. As evidenced by his moniker “Justinian the Great”, he is generally considered to be one of the greatest emperors in Byzantine history.

Deals direct damage to a target troop (Damage Factor 1200).

If this commander is the leader of a rally attack, the target’s Defense is reduced by 10%. If the target is surrounded, adds 3 surrounding troops when calculating effects that factor in the number of troops surrounding the target (does not increase the number of troops actually surrounding the target).

If the target is not surrounded, the number of surrounding troops will be set at 3 for effect calculations, but the target will not actually be surrounded.

Duration: 5 seconds

Cavalry units led by this commander gain 10% increased Defense.

While outside of alliance territory, their cavalry units deal 1% more damage and gain 3% increased March Speed.
